Purpose: Charged with establishing common QA/QC procedures and reviewing/designing the sampling programs necessary to accomplish the state's water quality monitoring goals.

• improve consistency among the various entities involved in monitoring
• identify realm of monitoring designs available
• identify parameters necessary for various monitoring programs

• increase accuracy of monitoring programs, in addition to the decisions made from those programs

• specifically address the need for flow variability studies

• develop programs to improve monitoring for TMDL and loading development

• develop programs to improve accuracy of water quality priority lists (e.g., 303(d), 305(b), etc.)
